Statement of the Foreign Affairs Committee of the Saeima of the Republic of Latvia on support for the territorial integrity of Georgia

The Foreign Affairs Committee of the Saeima of the Republic of Latvia:

on the basis of the Statement on Russia’s Military Attack on Georgia adopted by the Saeima of the Republic of Latvia on 14 August 2008, which condemned Russia’s military attack on Georgia’s sovereign territory, concludes that three years after the cease-fire, no solution acceptable to all parties involved in the conflict has been achieved;

expresses gratification regarding Georgia’s unilateral commitment to refrain from using force in order to renew its territorial integrity, and to its regret concludes that the Russian Federation is ignoring the terms of the six-point peace plan signed on 12 August 2008 by maintaining and even significantly increasing its military presence in Abkhazia and South Ossetia;

reaffirms its support for Georgia’s sovereignty and territorial integrity within its internationally recognised borders and condemns the occupation of the regions of Abkhazia and South Ossetia;

commends Georgia’s attempts to achieve reconciliation with the inhabitants of Abkhazia and South Ossetia because an open and uninterrupted dialogue with this region’s civil society and its representatives is a necessary prerequisite for genuine reconciliation and reintegration of these territories.

The Foreign Affairs Committee of the Saeima of the Republic of Latvia calls on:

the belligerents:
- to continue to constructively take advantage of the opportunities offered by the Geneva talks for cooperating and finding a solution,
- to continue to actively cooperate with the European Union Monitoring Mission and allow it to fulfil without hindrance the functions set by its mandate also with regard to Abkhazia and South Ossetia;

the Russian Federation and the de facto administrations of Abkhazia and South Ossetia to comply with the terms of the six-point peace plan signed on 12 August 2008:
- total cessation of hostilities,
- free access to humanitarian aid,
- withdrawal of the Armed Forces of the Russian Federation to the line where they were stationed prior to the beginning of hostilities;

the international community to pay unremitting attention to the problem of renewing Georgia’s territorial integrity, to advocate unconditional implementation of the terms of the six-point peace plan and a more dynamic attempts to resolve the conflict, and concurrently to strongly condemn unconstructive and provocative actions by either side.
